Debt Consolidation in Texas: OCCC Service Categories and Dated Fees
Texas OCCC separates consumer lending from debt-management and settlement services. Its published fee adjustments have effective periods. Match the service, provider record and applicable fee schedule; do not confuse a debt-service fee limit with the interest rate on a consolidation loan.

Check Loan OptionsWhich Texas OCCC category matches the contract?
OCCC’s Debt Management and Settlement Providers resource covers consumer credit counseling and debt negotiators. Its Chapter 394 materials are distinct from consumer-loan licensing. Identify whether the company supplies a new loan, distributes repayments or negotiates with creditors before choosing the verification route.

Why does the Texas fee schedule’s date matter?
OCCC publishes adjusted fee amounts by effective period. For July 1, 2026–June 30, 2027, its debt-management monthly service-fee summary states the lesser of $14 per account or $72. Read the full provisions and other applicable law: this summary is not a finding that every fee or service is authorized.

How does Texas route a service complaint?
OCCC’s complaint portal provides separate Consumer Loan and Debt Management/Debt Settlement Organization categories. It recommends searching for the business and using its identifier; it also allows filing when the business is not found. Supply the actual entity and facts instead of assuming a missing search result ends the complaint route.

What does the published monthly-fee formula produce?
The Texas examples apply only to the OCCC debt-management monthly service-fee summary for July 1, 2026 through June 30, 2027. The arithmetic below is a ceiling illustration, not an invoice or a statement that the provider is entitled to charge the maximum. Other requirements, exceptions and applicable law must also be reviewed. Loan interest, loan origination charges and creditor payments are different amounts.
| Account/debt count used | Formula | Monthly result |
|---|---|---|
| 1 debts | min(14 × 1, 72) | $14.00 |
| 3 debts | min(14 × 3, 72) | $42.00 |
| 6 debts | min(14 × 6, 72) | $72.00 |
Ask the agency and provider how the actual service and fee structure fit the current provisions. A current schedule must be rechecked before using this dated illustration. It does not apply to every settlement or lending arrangement.
Which record should you verify before paying or borrowing?
- Separate a consumer loan from counseling or debt negotiation.
- Check the effective period and complete conditions before interpreting a fee summary.
- Choose the corresponding OCCC complaint category using the legal provider.
| Mechanism | Evidence to obtain | Do not substitute |
|---|---|---|
| New consolidation loan | Legal lender, disclosures, sufficient net proceeds and completed payoff. | A service company’s proposed monthly deposit. |
| Creditor-repayment plan | Written participating-creditor terms, service charges and disbursement records. | A general nonprofit label or a promise that every creditor will agree. |
| Settlement service | Actual creditor agreements, fee terms and payment evidence. | A guaranteed percentage reduction or an advertised completion date. |
If the provider is a lender, the Texas personal-loan resource guide and 50-state lending directory explain lending categories. They are not a universal license check for debt-management or settlement services.
How should you compare the payment and full repayment?
State-specific service guidance does not establish an available loan rate or eligibility. Our national mathematical examples below provide the same $12,000 net proceeds with a 3% fee withheld from gross principal at a fixed 15% nominal annual rate. The figures are not Texas offers, rate limits or local market observations.
| Term | New loan payment | New total repayment |
|---|---|---|
| 36 months | $428.85 | $15,438.58 |
| 60 months | $294.31 | $17,658.50 |
The fee is financed inside gross principal; the nominal rate is not fee-inclusive APR. Use the original data and methodology for the assumptions, payment calculator for a basic estimate, and DTI overlap worksheet and cash-budget stress test for different affordability questions.
What are the scope and update limits?
This resource synthesizes the linked official guidance as checked October 23, 2026. It does not decide a company’s license, exemption, legal compliance or availability to a particular borrower. Financial-service categories and fee schedules can change; use the agency’s current instructions for the actual business and contract. Calculations use the published version 1.0.0 dataset, independently checked before publication.
